Located in the El Presidio neighborhood west of downtown Tucson, COPE Community Services is a private nonprofit healthcare organization that offers behavioral and physical health services. Substance abuse services include medical detox, residential, and outpatient care for adults, and outpatient programming for young adults.

An opioid program provides Suboxone and methadone treatment, and the center welcomes court-ordered clients.


According to the facility’s website, COPE aims to treat the body, mind, and spirit. In general, therapy is offered in individual, group, and family settings. The organization also provides links to local 12-step contacts, suggesting that treatment includes 12-step involvement.

The residential program is intended for those struggling with serious mental illness with or without a co-occurring substance use disorder. The program’s counseling services are supplemented by medication management; training in living skills such as hygiene, budgeting, and cooking; and social and recreational activities. The program also aims to establish positive daily routines.

The center also provides counseling, acupuncture, health education, case management, and help with home management, all on an outpatient basis. A housing department links homeless clients to housing programs and other relevant community resources.

An outpatient young adult program for Medicaid-enrolled individuals ages 18 to 21 offers groups on topics such as poetry/art and life skills, plus assistance with résumé writing and G.E.D. preparation.


According to COPE’s website, staff on the behavioral health team includes a psychiatrist, nurse practitioners, and nurses. The three individuals polled by to date on the staff’s level of training and experience gave it two four-star ratings and a five star-rating out of five.


The residential program provides transportation to clients’ medical, financial, and legal appointments, as well as 24/7 staffing. The two individuals polled by to date on the center’s accommodations and meals gave them a three-star rating and a four-star rating.


Both alumni polled by to date gave mostly positive feedback. “Staff was very caring & concerned about my welfare & safety not only me but others around me,” one anonymous reviewer wrote, and the other added: “They are great at handling people,” though they also observed a shortage of staff. The two reviewers gave the facility four and five stars for its treatment for co-occurring disorders, two four-star ratings for its counseling options, and a three-star rating and a four-star rating for its family participation, holistic offerings, and treatment effectiveness.

At the time of this writing, secondary sites yielded mostly positive feedback, with a 4.3-star average rating based on seven reviews on Facebook and a one-star rating on Yelp.[1] [2] Of the two negative reviewers who left accompanying commentary, one accused the facility of prolonging treatment to keep clients coming to treatment, and the other, A.N., wrote on Yelp: “The staff is rude and uncaring... It almost feels like they want to make your problems worse.” However, in the only commentary to accompany the several positive reviews, F.M. wrote on Facebook: “Been going to Cope for over ten years, its literally saved, my life…”


The single loved one polled by to date would recommend COPE. “They helped straighten my brother out,” the reviewer wrote anonymously, giving the center four stars for its treatment effectiveness and its treatment for co-occurring disorders, and three stars for its counseling options, family participation, and holistic offerings. They also observed that the facility was inflexible.


The staff reviews uncovered by to date were mixed, with a 3.6-star average rating based on eight reviews on Indeed, and on Glassdoor, a 2.9-star average rating based on 12 reviews.[3] [4] The reviewers repeatedly praised the organization’s mission, compassion, and integrity, but described stressful working conditions. “I grew a lot professionally and personally. It was a life changing experience being able to positively impact people with severe mental illnesses, but the high challenge and stress can take its toll on you,” one anonymous former employee wrote in a representative review on


According to COPE Community Service’s website, the organization accepts AHCCCS, Medicare, and TRICARE, as well as a variety of private health insurance plans, including but not limited to Aetna, Blue Cross Blue Shield, Cigna, Humana, and United. In addition, the medication-assisted opioid treatment program is available at “little or no cost.” The three individuals polled by to date on the center’s affordability gave it two four-star ratings and a five star-rating.

I went thru out-patient services where I stayed 1 night due to suicidal thoughts, Mental Illness, and staff was very caring & concerned about my welfare & safety not only me but others around me. They worked with me all night and I was released the next morning to my case manager where we went over other places that would help me with the issues like food and help with my bills.. Staff helped me to get in touch with the actual & true feelings that was going on inside & gave me pointers to express feelings without hurting others. I could detect or see any weaknesses by staff or in the facility. Well at COPE you have to go down and request an appt. over the phone, keep the appt. get interviewed and tell them what you want or need help with your plans on reaching those goals without victimizing others or yourself. You must show a willingness to set and reach goals and attend the different self-help groups to assist you in getting you back on the right track to become a responsible & productive citizen once again.
