A service of Chillicothe VA Medical Center, the Portsmouth Community-Based Outpatient Clinic (CBOC) provides a range of outpatient-based services for active military personnel and veterans struggling with substance use disorder, mental health issues, or co-occurring disorders. Located in the community of Portsmouth, Ohio, and operated by the U.S. Department of Veterans Affairs, the outpatient clinic is one of 18 (four percent) of substance abuse treatment facilities in Ohio run by the federal government.


To effectively develop an appropriate treatment plan, clients undergo an initial substance abuse and/or psychiatric assessment before beginning treatment. VA outpatient-based clinics provide specialized therapeutic programming that addresses issues that commonly contribute to behavioral and mental health difficulties among military personnel and veterans.

The VA clinic’s programming to treat issues of substance abuse involves individual and group counseling sessions, as well as educational classes on identifying relapse triggers, relapse prevention, coping skills, and self-awareness. Family therapy is also offered, along with couples/marital counseling -- a modality available in a little more than half of all substance abuse treatment facilities in Ohio.

To promote long-term recovery and help patients develop community-based support systems, many VA clinics incorporate 12-step principles and participation into treatment. The Portsmouth location also has a smoking cessation program, which is available in 37 percent of substance abuse treatment facilities in Ohio. In some cases, VA outpatient clinics may utilize medication-assisted therapy (MAT), such as Suboxone, to alleviate cravings associated with opioid dependency.

Treatment addresses a range of relevant psychiatric concerns, such as post-traumatic stress disorder (PTSD), anxiety, depression, and confused thinking. Clients struggling with a primary mental health issue or a dual diagnosis may participate in therapeutic counseling to address emotional regulation, stress management,anger management, and coping skills. In addition, clients may receive ongoing psychiatric evaluations and medication management to alleviate psychiatric symptoms.

Along with therapeutic services, VA clinics also provide case management to help support clients within the community, such as referrals for vocational training and linkages to community-based resources. The Portsmouth outpatient clinic offers its services from 8 a.m. to 4:30 p.m. on weekdays.


VA Community-Based Outpatient Clinics typically employ a team of psychiatrists experienced in addiction medicine, along with clinical psychologists, licensed professional counselors, social workers, and peer specialists.


The sole alum polled by at the time of this writing, an anonymous 26-to-39-year-old-male, praised all areas of the Portsmouth CBOC, awarding the facility perfect five out of five-star ratings its counseling options, its staff’s level of experience and training, its treatment of co-occurring disorders, its cleanliness, and its administrative and discharge procedures. He described the facility as “warmhearted” and noted that he would recommend the program to friends and family.

On Google [1], the Portsmouth CBOC received an average rating of three out of five stars based on four reviews. Reviews were split, with two individuals leaving one-star ratings and two individuals leaving five-star ratings. While one anonymous reviewer wrote, "Very courteous and knowledgeable staff," another anonymous reviewer commented: "Please, if you care at all for your health or well being - GO SOMEWHERE ELSE!!!"
