Cook Inlet Tribal Counsel (CITC) has been in operation since 1893 in Anchorage, Alaska helping American Indians live better lives. The Ernie Turner Center (ETC) is a residential rehab for individuals struggling with a substance abuse disorder and dual diagnosis.

While medical detox was once offered at this facility, it now utilizes a partner service with an area provider.

Ernie Turner Center's website notes admission to the program is gained by personal contact or through a professional recommendation. Most Alaska Natives struggling with an addiction disorder and those who are chronically homeless are eligible. A two-hour interview assessment evaluates a client's personal, emotional, and medical history before a staff member can make a referral to the appropriate level of care.

Length of stay is typically six months plus about 12 weeks of aftercare. The program utilizes the "Village of Care" model which acts like an extended family. It also recognizes Alaska Native values and offers counseling and support that is culturally appropriate.

Clients participate in individual and group counseling for substance abuse and co-occurring mental health and may also receive case management and have spiritual needs addressed.

Additional aid offered by CITC includes family services, employment and training services, and workforce development.
