Horizon Services operates six treatment facilities in Northern California’s Alameda, San Mateo, and Santa Clara counties. Opened in 1981, Cronin House is a Horizon residential rehab center in Hayward for adults who are struggling with co-occurring substance use and mental health disorders. The facility prioritizes trauma-informed, evidence-based, and culturally competent recovery support.

While detox services are not provided on-site at Cronin, they can be arranged at another Horizon facility, including Palm Avenue in San Mateo and a men’s detox and residential center, Horizon South in San Jose. Chrysalis offer’s women’s residential care in Oakland, and Project Eden is the agency’s Hayward rehab center for youth, with LGBTQ support.


Prior to admission at Cronin House in Hayward, Calif., clients must have received a dual diagnosis of substance use and mental health disorders, according to the facility’s website. A typical stay is 45 days, and may continue up to 90 days. Of California’s 1,311 rehab facilities, about one-third (440, or 33.6 percent) offer long-term (30 days or more) residential care.

Treatment is primarily based in group therapy and education sessions, and peer leadership is a priority; residents also have access to individual counseling. Among the therapeutic modalities used is motivational interviewing. Alcoholics Anonymous (AA) and Narcotics Anonymous (NA) and family groups are held on-site. Upon completion of treatment at Cronin, clients receive plans and referrals for continuing care.


Per the facility’s website, master’s-level counselor caseloads are between five and eight clients. Cronin House also employs client support specialists certified in drug and alcohol counseling.


Located on a gated lot in a suburban Hayward neighborhood, Cronin House accommodates up to 34 residents, which is the federal average for private, non-profit residential capacity. Clients share bedrooms described by the facility as “airy,” and participate in recreational and athletic activities. Smoking is permitted in designated areas, while the center provides cessation support. Visitors are welcome after each client’s initial three-week waiting period.


The sole alum polled by at the time of this writing cited the staff as a strength, awarding five out of five stars for the staff’s level of training and experience and noting the value of their “lived experience.” Metrics measuring several other facility aspects received five-star ratings as well, including treatment for co-occurring disorders, family participation, the facility’s cleanliness and upkeep, and affordability. Lower ratings suggested a relatively single-focused approach to treatment: four stars for a 12-steps basis, but two or three each for counseling options, holistic offerings, and exercise and leisure activities.

One of two Yelp reviewers offered no specific criticism with a one-star rating, while the other rated Cronin House five out of five stars and highlighted successful outcomes and the staff: “Good people wanting to help!”[1]


While the one loved one polled by to date would recommend the program to others, they expressed concerns about what they perceived as inadequate restrictions on residents to outside influences. "Unfortunately, they allow people off the property and people not serious about their getting clean still get access to drugs and alcohol," the loved one wrote.

However, concurring with the alum's review, they granted four stars each for the staff’s experience, affordability, dual diagnosis treatment, and cleanliness. Family participation received three stars.


According to the facility’s website, all Cronin House fees are determined by a sliding scale. MediCal covers the cost of classes and therapy, but residents are responsible for room and board.


An October 2018 San Francisco CBS affiliate news story reported that Horizon Services is involved in the development of multiple affordable housing complexes next door to Cronin House. According to an East Bay Times story in December 2017, this could provide transitional housing for Cronin alumni.

    Counseling was nice. Allowing people on & off the property was a negative . They are still able to use. Unfortunately, they allow people off the property and people not serious about their getting clean still get access to drugs and alcohol.
