A program of the Connecticut Department of Mental Health and Addiction Services (DMHAS), the Franklin S. Dubois Center serves Stamford and its surrounding communities through a wide range of community-based services for individuals experiencing crises and those with severe psychiatric and mental health issues. The center is one of the 6 (2.9 percent) of Connecticut treatment facilities that are operated by the state and one of 70 percent of treatment facilities to treat with co-occurring disorders.


Programming at Franklin S. Dubois Center is extensive. The facility organizes its services under three separate areas: community-based services, ongoing recovery services, and rehabilitation services. In addition, there’s an eight-bed transitional housing program in nearby Norwalk.

Under its Community Services Division (CSD), the facility offers ongoing and individualized treatment to help people with severe behavioral health disorders to develop better self-management skills. The Welcoming and Immediate Services Center (WIS) facilitates psychiatric evaluations and medication management, referrals for long-term care, and quick access to medical, employment, and financial support. Mobile Crisis Services provide “prompt and free mental health care to adults in urgent need.”

Ongoing care within the Recovery Services Unit is also comprised of four separate levels of care: Intensive Community Support (ICS), Community Support Services, Office-Based Services, and the Clinic. The first two of these utilize psychiatric services, nursing support, peer-led, and employment services in assisting individuals with psychiatric illness achieve their goals, improve their overall functioning, and better manage symptoms. The last two are geared for those living independently and in need of minimal support. The center is one of the 82 (39 percent) of Connecticut treatment facilities to offer employment services.

Available at all DMHAS locations are an extensive list of rehabilitation services. These services include supported employment and education services, skills training, and peer support programs. Recovery coaches and educators promote learning based on trust and real-life experience.
