ABOUT HARBOR BEHAVIORAL HEALTH
Located in Toledo, Ohio, Harbor Behavioral Health offers an array of outpatient programs to individuals struggling with substance use disorder and/or co-occurring mental health disorders. The agency operates about half a dozen locations with Alcohol and Other Drug (AOD) Treatment Programs for both adults and adolescents. TREATMENT & ASSESSMENT
Harbor Behavioral Health's AOD treatment options include intensive outpatient programs (IOP), a modality available in 57.2 percent of Ohio treatment facilities, and general outpatient services. Typically, appointments are required for assessment and initial treatment services; however, some clinics offer walk-in hours. An adult AOD assessment takes approximately one to two hours.
Making use of evidence-based practices such as motivational interviewing (MI) and the The Matrix Model, which is used by 40.8 percent of facilities in Ohio, group therapy sessions focus on relapse prevention techniques, trigger avoidance, and the development of support networks.
Clients also meet with a case manager each week to address their vocational and independent living needs. Coordination with court orders is available, as are psychiatric evaluations and medication management. Parent-child interaction therapy and groups on parenting are offered, and an employee assistance program is available. In 2017, less than half (42.5 percent) of treatment facilities in Ohio offered employment counseling or training for its clients.
Harbor Behavioral Health’s staff is comprised of board-certified psychiatrists, certified substance abuse professionals, and master's-level counselors. To date, the five individuals polled by Rehabs.com generally approved of the facility's staff.

WHAT ALUMNI SAY
The three Harbor Behavioral Health AOD alumni polled by Rehabs.com to date gave the facility mostly positive feedback. They awarded the rehab four or five out of five stars for its cleanliness, its counseling options, and its treatment of co-occurring disorders. Written comments cited both staff and groups as facility strengths, although one alum reported a need for financial assistance, which they did not receive. "Group meeting were good," one alum wrote in a representative review.
On Facebook, which the facility may manage, Harbor Behavioral Health earned an average rating of 2.7 out of five stars based on feedback from the opinions of 27 individuals. The majority of former clients who left feedback noted that they would not recommend the facility and criticized its slow and disorganized services. "I can never get a refill for my prescriptions in a timely manner. Very unprofessional," Lindsay wrote in a representative review.
On Google, Harbor Behavioral Health earned one five-star rating and one one-star rating. While the five-star reviewer left no comments, the one-star reviewer complained about inadequate assessments for mental health disorders.
WHAT FRIENDS & FAMILY SAY
The two loved ones polled by Rehabs.com to date also gave the facility mixed feedback. Both indicated that they would recommend the facility to others and gave it four out of five stars for its holistic treatment offerings. However, one gave the facility just two out of five stars for its staff's level of training and experience, and the other noted that the treatment was ultimately not effective for their loved one.
The Harbor Behavioral Health website notes that services have a variety of costs. The facility accepts most private insurance, as well as Medicaid and Medicare, the latter of which is accepted by 48.9 percent of treatment facilities in Ohio. To date, the five individuals polled by Rehabs.com gave moderate ratings concerning the facility's cost.
