The Illinois Lake County Health Department operates an Addictions Treatment Program (ATP) that provides medically monitored detox and short-term residential rehabilitation services to adults struggling with substance use disorder or dual diagnosis. Clients who are pregnant or actively using intravenous drugs receive priority admission, and the county also operates an additional residential treatment center for women and their dependent children. The ATP is one of only 80 substance abuse treatment facilities in Illinois (just 12 percent of all facilities in the state) to provide treatment to pregnant and postpartum women

Outpatient treatment and continuing care for clients who have completed a County Health Department program are available at the Health Community Center in Waukegan, two miles from the ATP.


Clients can begin treatment at this facility with on-site detoxification services. An average treatment stay is between two and three weeks. According to the ATP website, most residents are chemically addicted to alcohol or heroin. They have access to medication-assisted therapy (MAT) via Suboxone and Vivitrol both during initial, intensive treatment and afterward in an outpatient program.

In addition to participating in individual, group, and family therapy, residents also attend psycho-educational sessions, receive psychiatric consultations, and are introduced to peer self-help groups such as Alcoholics Anonymous (AA). Case managers assist clients with referrals not just for continued substance use disorder treatment, but also for housing and other social services. This kind of assistance is provided by 35 percent of all treatment facilities in the state.

The county's six-month outpatient continuing care group counseling services are available both to alumni of the ATP and any other community members in recovery.


At time of writing, there is no information regarding the facility's staff on its website. The one former client polled by to date gave the ATP five out of five stars for its staff's level of training and experience. "Counselors kept it real," they noted.


There is currently no information provided by the facility regarding its living arrangements and related offerings; however, the one alum surveyed by at the time of this writing gave ATP four out of five stars for its accommodations and amenities. She awarded the rehab lower ratings of one or two out of five stars for its exercise and leisure activities, its policies regarding phone and Internet use, and its cleanliness.


D.J., the single alum surveyed by to date, gave the ATP a mixed review. She awarded the facility five out of five stars for its 12-step offerings, its treatment of co-occurring disorders, and its counseling options, but lower ratings of just one or two stars for its holistic offerings, its faith-based programming, and its affordability. When asked, on a scale from one to five, if she would recommend the facility, the reviewer gave a rating of three.

On Google, the Illinois Lake County Health Department as a whole earned an average rating of 2.7 out of five stars based on 19 reviews. While no comments were specific to the ATP, the majority of reviewers complained about disorganization and long wait times for medical services.


According to the County Health Department's website, treatment service costs can be covered by Medicaid, placing the facility among the 51 percent of facilities to accept the insurance. Fees are based on a sliding scale.
