HVAF of Indiana, previously known as the Hoosier Veterans Assistance Foundation, is a comprehensive social services agency dedicated to serving at-risk and/or homelessness veterans in downtown Indianapolis. One of just 179 (58.7 percent) nonprofits in the state, the agency’s REST, (Residential Employment Substance Abuse Treatment), is a long-term therapeutic program that offers veterans treatment, employment assistance, aftercare, and housing support.

HVAF coordinates with the US Veterans Administration to ensure a continuum of care.


The REST program at HVAF is designed to help all veterans who are homeless and facing substance use (SUD) and co-occurring mental health disorders. One of just 36 (11.8 percent) programs in the state tailored to work with veterans REST encourages prospective applicants to fill out an application prior to attending a clinical assessment at the Indianapolis facility Monday through Friday.

Structured and long-term, the treatment program follows the Recovery Dynamics curriculum, which incorporates 12-step principles, education for addiction recovery, private counseling, and group therapy. Case management services are available to help graduates establish plans for stable housing and jobs. Current residents can spend up to two years here.


Details provided by the nonprofit regarding its treatment staff, besides general references to clinical professionals and a full-time peer mentor, is limited.

The single Rehabs.com survey respondent to date expressed satisfaction with the treatment team and their support, sharing five out of five stars in both areas.


HVAF’s residential substance abuse treatment program has 22 beds. In addition to shelter and food, residents receive clothing, hygiene supplies, and transportation here.

The Rehabs.com survey respondent, in addition, left five out of five stars for the nonprofit’s’ accommodations, meals, exercise, communication policies, and cleanliness.


Feedback available on HVAF is excellent. The single Rehabs.com survey respondent, an alum, highlighted effective treatment and a valuable treatment program where they “learned how to deal with life sober.” Offering five out of five stars for the counseling S.S. also reported small therapy groups and valuable aftercare services that included 12-step sponsorship.

On Google, where 74 individuals awarded the center an organization wide rating of 4.3 out of five stars, reviewers expressed gratitude for the help they received from a friendly, committed staff. Others left just one star, depicting the program as too strict with an over-emphasis on 12-step principles and an unprofessional staff.[1]


According to its website, HVAF is a United Way partner and receives private funding to help cover the costs of addiction treatment services. In May of 2016, the Indiana Business Journal reported that a large portion of the agency's budget was cut when HUD pulled funding from several organizations.
