Phelps Hospital Northwell Health, previously known as Phelps Memorial Hospital, is an acute hospital providing medical and mental health care in New York’s Westchester County. The main facility in Sleepy Hollow includes an alcohol and substance abuse inpatient unit, while outpatient programming is available in Ossining. Just 6.7 percent (56) of New York’s 842 addiction treatment facilities provide hospital-based care. Dual diagnosis treatment is available for co-occurring mental health disorders, but medical detox is not.


According to the Phelps Hospital Northwell Health website, patients should not be experiencing severe withdrawal symptoms at the time of admission. Inpatient behavioral rehab involves group and individual therapy and addiction education. Phelps is also one of the fewer than one-quarter (24.2 percent) of New York rehab facilities to provide specialized treatment for gambling.

The outpatient program in Ossining offers DWI-related education and counseling, relapse prevention workshops, vocational assessment, and support groups for multiple stages of recovery. Some services are available in Spanish at Phelps Hospital, as is the case at 39 percent of New York treatment facilities.


The Phelps Hospital Northwell Health treatment team includes psychiatrists, nurses, licensed social workers, vocational and recreational counselors, and state-credentialed alcohol and substance abuse counselors. This facility is among the 20 percent of substance abuse treatment facilities nationwide to be accredited by the Joint Commission.


The unit for alcohol and substance abuse treatment at Phelps Hospital in Sleepy Hollow has 42 beds. Patients have access to visitation on Saturdays, and smoking is not allowed on-site. Feedback from former clients for Phelps Hospital rehab services was split at the time of this writing. The one alum polled by highlighted the setting and staff, appreciating access to the nearby Hudson River and rated the staff’s level of training and experience five out of five stars. Two individuals rated Phelps alcohol and substance abuse treatment just one and two out of five stars on Google. One wrote that the program was not individualized or flexible.[1]

Feedback for the general hospital included an average rating of 3.7 out of five stars based on 60 Google reviews, and 4.3 out of five stars based on the opinion of 444 on the facility’s official Facebook page (which its staff may manage).[2] [3] The most common compliment was for short wait-times. The staff’s manner of interacting with clients received mixed reviews, and a few individuals reported concerns with billing.


All three loved ones polled by offered critical feedback for Phelps Hospital’s addiction programs. One characterized the facility as expensive, strict, and failing to provide dual diagnosis treatment. A second relative reported that the staff did not relate to their loved one. The third cited no follow-up as a weakness. A metric measuring family participation opportunities received one- and two-star ratings.


Both staffers polled by commented on staff assignment concerns, reporting over-reliance on support staff and a high patient-to-clinical staff ratio. One concurred with the family member who reported inadequate care for co-occurring mental illness.

By contrast, feedback for the general hospital on Indeed was highly favorable. Eight former or current employees rated Phelps 4.5 out of five stars on average. One mental health staffer especially praised the supportive staff and atmosphere.[4]


According to the facility’s website, Phelps Hospital Northwell Health accepts coverage by many health insurance networks, including Medicaid, Medicare, and TRICARE. Financial assistance is available to qualifying clients.

My family member was in patient for 30 days. He didn't get better unfortunately. Helpful. Not any follow up.

Pleasant, courteous staff. all treatment is delegated to support staff. MD,RN, SW ARE NOT INVOLVED IN GROUP TREATMENT PROGRAM. CASACs have limited role. No one to one with any trained staff. Patient to patient assistance is informal mode of treatment. Purports to treat dual diagnosis but psychiatric patients were not structured or supervised. Their personal care was dependent on kindness of other patients. Predatory patients, who stalked psych patients, we're not confronted nor was behavior forbidden. Again,claim it setting was provided by patients who recognized inappropriate behavior.

It was an utter failure in every imaginable way. And very expensive. Do not send anyone here. There is no real dual diagnosis- patients were treated like mental patients. It was run like a jail.

Only at this particular facility...they actually had day activities and an art room for downtime. They provided me with the information I needed to get through my recovery. This is a great facility for people on a budget. The staff is extremely patient, helpful, and attentive to an individual's needs. There's also a large park near the facility, and when it's nice, they take you out for long, peaceful walks with an astounding view of the Hudson River.
