Porto Treatment Center Philosophy

The Carol M. Porto Treatment Center recognizes substance use disorder as a brain disease with biological, psychological, and sociological causes. We also recognize that treatment must address all three areas to give the best prognosis.

Areas of Specialization

  • Dual Diagnosis/Co-Occurring Disorders Treatment
    These two terms describe a person who is not only addicted to drugs or alcohol, but also has a mental or emotional illness, such as depression, anxiety, bipolar disorder, etc. Facilities that treat patients with dual-diagnosis or co-occurring disorders provide psychiatric treatment in addition to drug and alcohol rehabilitation services.

  • Cognitive Behavioral Therapy (CBT)
    The focus of cognitive behavioral therapy (also called CBT) is helping people to understand the thoughts and emotions that underlie their addiction with the goal of learning new, healthier and more productive ways to understand and express themselves.

Located in the small town of Prince Frederick, Md., just over an hour south of Washington, D.C., the Porto Treatment Center offers state-certified residential and outpatient treatment for adult men and women struggling with substance use (SUD) and co-occurring mental health disorders. It is one of just 24 non-hospital residential programs in the state of Maryland.


The Porto Treatment Center accepts referrals (commonly for DUI offenses) from local courts. Residential clients must commit to a minimum of 28 days, however, the center's website notes that they may stay “for as long as needed.”

Available services include a diagnostic assessment, treatment, and referrals for ongoing care. While in treatment, residential clients also have opportunity for work therapy, though it's unclear whether this means they may continue to work their existing jobs or will be linked with employment upon their arrival.

The Porto Treatment Center is one of just 157 (40.6 percent of) facilities in the state offers buprenorphine/Suboxone treatment for opiate-dependent clients in residential or outpatient care.


Primary counselors employed at the Porto Treatment Center have master's level degrees and are either certified or licensed in the treatment of substance use and mental health disorders.


There is currently no information provided by the center regarding its living arrangements and related offerings.


The two individuals surveyed by Rehabs.com to date, both family members, found treatment effective here. While one awarded the center five out of five stars for its cleanliness, staff training and experience, and the affordability and cost-worthiness of programming, the other simply wrote to Rehabs.com: “My son is there and I just want to thank you for working with him.”

Feedback was more polarized amongst the eight Google reviewers to date who, as a group, awarded Porto Treatment Center 3.3 out of five stars. One described the staff as “professional and courteous,” however, another found the staff “rude" and claimed that “not only were there drugs being used but someone overdosed” during their stay.[1]


Porto Treatment Center provides what it considers to be “low-cost” treatment services. The center lists Aetna, Cigna, United Healthcare, and Anthem BlueCross Blueshield on its website, making it one of just 229 (59.2 percent of) facilities in the state of Maryland that accepts private health insurance.
