Based in Staunton, Va., Valley Community Services Board (VCSB) provides a broad array of treatments and prevention initiatives for substance use addiction. Services include an intensive outpatient program (IOP), outpatient program (OP), and case management program for individuals struggling with chemical dependency and co-occurring disorders

This regional center also offers behavioral health and developmental treatment services to residents of local counties. Within the state, VCSB is among 37.2 percent of substance abuse treatment facilities with an IOP and among 76.2 percent with an OP. It also is among 50.7 percent that conduct tailored programs for clients with co-occurring disorders.


To initiate treatment, clients must complete an intake appointment through the Client Services Department, which offers walk-in and by-appointment substance use and psychiatric assessments. Although VCSB primarily facilitates outpatient-based treatment, clinicians can provide referrals to appropriate crisis intervention services. If individuals do not require stabilization, they may be referred to one of VCSB’s outpatient programs.

IOP, the more robust treatment option, provides an evidence-based approach and focuses on early recovery and relapse prevention. Utilizing motivational interviewing (MI) techniques, the IOP is a structured offering that includesindividual, group, and family counseling, as well as educational presentations and skill-building workshops.

IOP clients meet for 12 weeks, three days per week for three-hour sessions in the evening or morning. A specialized, gender-specific IOP is available for pregnant and parenting women struggling with chemical dependency. Within the state, VCSB is among 28.7 percent of substance abuse treatment facilities with a tailored program for pregnant or postpartum women.

OP clients engage in an interactive journaling modality to promote self-discovery. They also receive instruction in coping skills, relationship development, and acquiring social support. Clients attend sessions on a customized frequency schedule, and the program's length of time is based on individual needs.

All VCSB substance abuse programs include regular toxicology screenings. The case management program, which serves adults with substance use and mental illness disorders, assigns a case worker to each client. The case worker determines the needs of the client, including any treatment/medical services and community-based resources that may support recovery..

Available to clients and the general public, VCSB’s Prevention Services provides a wide range of substance abuse programming for youth and adults. Offerings include a “Mental Health First Aid”, an eight-hour course that teaches individuals how to identify, understand, and respond to signs of substance use disorder and mental illness; and Camp Excel, an alternative summer day camp for youth at risk for substance abuse.


VCSB employs a large, multidisciplinary team, which includes psychiatrists, clinical psychologists, children and adolescent therapists, licensed professional counselors, licensed social workers, case managers, registered nurses, and behavioral health technicians.

Many reviewers cited the devoted staff and wide range of services as strengths of the center, such as M.F., a representative five-star reviewer, who wrote: “Very good staff cares and gets the job done in a timely manner.” Conversely, negative comments concerned poor case management, subpar counseling, rudeness, and high staff turnover.


The one loved one polled by to date submitted favorable feedback about VCSB. The anonymous reviewer awarded perfect five-star ratings for connectivity/visitor policy, discharge policies, likelihood to recommend, staff experience and training, and worth the cost; four stars for counseling options and treatment for co-occurring disorders; and three stars for holistic offerings. “The counselor's were wonderful to my friend. He said that whenever he had questions or just needed to talk they were always available," the loved one wrote.


On secondary site Indeed, current and former employees at VCSB provided mixed coverage to date: 2.9 out of five stars based on 22 reviews. In a representative five-star review, a community liaison wrote: “Dealing with our type of services can take a toll on each individual. If you enjoy the feeling of making a difference in someone’s life then you would like it here.” Conversely, many reviewers reported a lack of managerial support, on-the-job stress, and high staff turnover.


VCSB accepts major insurance plans, Medicaid, Medicare, and Tricare. The facility also offers a sliding fee scale based on income for self-pay clients.

The counselor's were wonderful to my friend. He said that whenever he had questions or just needed to talk they were always available. My friend's job referred him to this facility and he had to travel from Indiana to Virginia. That was the only drawback. Family was too far away to participate in any way. But the program was very helpful and he has been sober now for quite some time.
